　　Facing each other across the sea, our peoples share a close bond and a long
history of friendlyassociation. Our earliest exchanges could be traced to the
period of China's Tang and Songdynasties. In those times, Chinese merchants
bound for the Philippines would load their shipswith stones as ballasts, which
would be left behind as the fully-loaded ships sailed back toChina. These
stones, known as "Piedra de China" were later used by the local people to
buildhouses and pave roads, becoming a precious historical mark of our friendly
interactions. In the 15th century, Admiral Zheng He's seven voyages to the
Western Seas took him to the ManilaBay, Visayas and Sulu many times, sowing the
seeds of friendship and cooperation among ourpeoples. The recent exhibition
"Fujian Ware Found in the Philippines: Song-Yuan Period" is agood example of
millennium-old friendship and exchange between us.

ancestors of Jose Rizal, yourfounding father and national hero, were from
Jinjiang City of Fujian. Ye Fei, a well-knownChinese general in China's war of
resistance against Japanese aggression, was born inProvince to a Filipino
mother. Fookien, the dialect of Fujian, together with its unique cuisinesuch as
pancit, siopao, bihon and misua, has long been part of the Philippine culture,
and theSpring Festival is a major holiday celebrated across the country. The
Mazu culture, brought tothe Philippines by generations of Chinese, has taken
root here and enriched a multi-culturalPhilippines. These historical episodes
have formed a shared legacy and deep bonds betweenour peoples.

　　Touching stories about Chinese and Philippine people coming to each other's
help abound inmodern times. When a devastating earthquake hit Sichuan Province
in 2008, the Philippinegovernment and people immediately extended a helping
hand. The then President Gloria Arroyotraveled to Sichuan to visit those
affected. In 2009, the Philippine company Oishi invited 100 high-school students
from quake-affected areas to spend a week in the Philippines, atestament to your
deep friendship toward the Chinese people. In the same spirit, whentyphoons
Haiyan and Haima and earthquake in Surigao struck this country, China provided
thePhilippines with timely, selfless assistance.
　　中菲之间也流传着不少守望相助的感人事迹和佳话。2008年中国四川汶川发生特大地震后，菲律宾政府和人民第一时间伸出援手，时任总统阿罗约访华期间专程赴四川看望灾民。2009年菲律宾上好佳集团邀请100名汶川灾区高中生赴菲疗养一周，体现了对中国人民的深情厚谊。在菲律宾发生“海燕”风灾、“海马”风灾、苏里高地震时，中方均及时向菲方提供无私援助。
　　Throughout the past one thousand years, equality and mutual help in times
of need has beenthe dominant theme for China-Philippines relations.
　　可以说，在上千年的交往历史中，平等相待、互帮互助、患难与共一直是我们两国关系的主流。
　　Having said that, our two countries do have different views on certain
issues and our relationsencountered a setback due to the South China Sea issue.
As the saying goes, "The wiseexpand common ground while the unwise aggravate
differences". Since taking office, President Duterte made the right decision to
improve and develop relations with China. Thetwo sides returned to the track of
appropriately handling the South China Sea issue throughdialogue and
consultation, thus removing the stumbling block that has held back our
bilateralrelations for several years. The complete turnaround in our relations
came during PresidentDuterte's successful visit to China in October last year
when leaders of our two countries heldhistoric meetings. Important consensus was
further reached between President Xi Jinping andPresident Duterte on solidifying
and deepening bilateral relations last May when PresidentDuterte visited China
for the Belt and Road Forum for International Cooperation. Such
commonunderstanding at the top level has charted the course and instilled a
strong impetus into ourbilateral relations.

consensus on good-neighborliness, mutualrespect and mutual trust. Practical
cooperation has advanced on all fronts with fruitfulresults. Cultural and
people-to-people exchange has flourished. Since the turnaround of ourrelations
in October last year, the two sides have signed over 20 cooperation documents
atthe governmental or departmental levels and identified a number of priority
infrastructureprojects, which are making important progress. The first 10 months
of this year saw Chinabecome the Philippines' biggest trading partner, on the
back of a surge in Philippine exports toChina. Between October last year and the
end of June this year, China imported 420,000 tonsof tropical fruits from the
Philippines worth over 200 million US dollars. Your bananas, duriansand avocados
are increasingly popular in China.

year, the number ofChinese tourists to the Philippines had a year-on-year
increase of 36.3%. The Boracay Islandand other scenic spots are hosting a
growing number of Chinese tourists.
　　两国人员往来也快速增长，今年前5个月中国赴菲游客同比增长36.3%，长滩岛等菲旅游胜地受到越来越多中国游客的青睐。
　　China also provided timely weaponry assistance in the counter-terrorism
campaign in Marawi, and on the second day after the campaign successfully
concluded, Chinese engineeringmachinery were delivered for local
reconstruction.
　　马拉维反恐战事爆发后，中方及时向菲方提供武器装备等援助。马拉维反恐取得最终胜利后的第二天，中方就向菲方移交了工程机械等设备，以实际行动支持和参与马拉维重建。
　　The improvement and growth of the China-Philippines relations enjoys the
support of thepeople and serves their wellbeing. We now face precious
opportunities and broad space forfurthering our friendship and cooperation. As a
Filipino proverb says, seize today, or you willlose tomorrow. We are ready to
work with the Philippines to seize these opportunities to takeour bilateral
relations forward and break new ground in our friendship and cooperation.
　　中菲关系改善与发展顺民意、得民心、惠民生，当前两国友好合作面临着难得的发展机遇和广阔的提升空间。正如菲律宾谚语所说，“抓住今天，才能不丢失明天。”我们愿同菲方继续一道努力，把握机遇，巩固好、发展好两国关系，不断开创中菲友好合作新局面。
　　– Good faith and sincerity helps ensure steady and sustained growth of
China-Philippinesrelations. It is as critical to inter-personal relations as it
is to inter-state relations. China isready to work with the Philippines to
strengthen high-level exchanges, and dialogue andcooperation in all areas. We
need to treat each other with respect and sincerity, enhancemutual understanding
and mutual trust, and fully solidify the political foundation of strategicmutual
trust. China will work with the Philippines to continue to properly handle the
maritimeissues through friendly bilateral consultation by giving full play to
such mechanisms as theBilateral Consultation Mechanism on the South China Sea
and the Joint Coast Guard Committeeon Maritime Cooperation. We may also
strengthen dialogue and cooperation on marinescientific research,
marine-environmental conservation, and ocean disaster preparedness, andactively
explore joint development, to make the South China Sea a sea of cooperation
andfriendship forthe benefit of the two peoples.

　　– Results-oriented cooperation helps make the China-Philippines
relationship firm and robust. Strategically located, the Philippines is an
important hub both on the ancient and the 21stCentury Maritime Silk Road. China
will work with the Philippines to enhance strategic and policysynergy through
the Belt and Road Initiative, and deepen cooperation in infrastructure,
commerce, agriculture and tourism to reinvigorate the ancient Silk Road. China
is ready to buymore Filipino coconuts, durians, pitayas and other tropical
fruits, expedite our infrastructurecooperation projects, and help the
Philippines with more livelihood projects. Given our highcomplementarity in many
areas, China is committed to results-oriented cooperation with thePhilippines to
strengthen our bilateral relations and instill a greater sense of fulfillment
andsatisfaction among our peoples.

geographical proximity and culturalaffinity present a unique advantage for
people-to-people exchange. China is ready toincrease interaction and cooperation
with the Philippines on education, culture, science andtechnology, and at the
non-governmental and sub-national levels to bring our peoples evencloser and
hand our friendship down to succeeding generations.

　　Another purpose of my visit is to discuss regional cooperation with leaders
of otherparticipating countries. This year marks the 50th anniversary of ASEAN
and the 20thanniversary of the launch of ASEAN Plus Three cooperation, and next
year will be the 15thanniversary of China-ASEAN strategic partnership.
China-ASEAN relations and East Asiacooperation have entered a crucial phase of
building on past successes to strive for newprogress. As a member of the Asian
family, China will take forward relations with its neighborsin accordance with
the principle of amity, sincerity, mutual benefit and inclusiveness and
theneighborhood policy of building friendship and partnership. We support ASEAN
in movingforward community building and exercising its centrality in East Asia
cooperation. We willwork with ASEAN to build a community of shared future
featuring common ideals, commonprosperity, and common responsibility, and
together with other countries, push for open, inclusive, balanced, and
sustainable regionalcooperation that benefits all.

Let me list three major contributionsby Chinese investors.

　　First, Chinese investors help create a large number of jobs and tax revenue
for the UK. In thecase of Hinkley Point C nuclear power projects, partly
invested by Chinese company CGN, this isexpected to create 26,000 jobs. Another
joint venture with China National PetroleumCorporation has, since its
establishment in 2011, paid 8.55 billion pounds in tax to the BritishGovernment
and created more than 5,000 jobs locally.
　　首先，中国投资为英国创造了大量就业岗位和税收。以中广核参与投资建设的欣克利角核电项目为例，该项目建设预计将为英国创造2.6万个就业岗位。中石油在英合资公司自2011年成立以来，累计向英政府纳税85.5亿英镑，为当地提供超过5千个就业岗位。
　　Second, Chinese investment help boost UK's green and low carbon
development. It isestimated that upon completion, the Hinkley Point nuclear
plant will help reduce nine million tonsof carbon dioxide annually. The
250-million-pound auto plant invested by Geely in Coventry willput zero-emission
cabs in the street by 2018.
　　其次，中国投资积极推动了英国绿色、低碳发展。据估算，欣克利角核电项目建成运营后，相当于每年减排二氧化碳900万吨。吉利公司在考文垂投资2.5亿英镑建设新厂，2018年零排放的伦敦出租车即将问世。
　　Last but not least, increasing investment by Chinese businesses represents
a vote ofconfidence for the UK's future. This will contribute to the long-term
prosperity and stabilityof the UK.
　　最后但也是更重要的是，中国企业通过加大对英投资，用实际行动为英国未来发展投下了信任票和支持票，为英国长期繁荣稳定作出了积极贡献。
　　China Daily: What impact will Chinese investment sustain if the
above-mentioned investmentreview body were established?
　　中国日报：如果上述“投资审查委员会”成立，将对今后中国对英投资会产生什么影响?
　　Ambassador Liu: As I said earlier, there is no confirmation by the British
Government thatsuch a review body is to be set up. I would like to stress that,
Chinese businesses are here forwin-win cooperation and common development and
they expect a friendly, inclusive and openinvestment environment. I hope and
believe the British side has the wisdom to managerelevant matters
appropriately.
　　刘大使：我此前说过，目前还未看到英国政府发布成立“投资审查委员会”的正式消息。我想指出，中国企业到英国来，为的是合作共赢、共同发展，希望看到友善、包容、开放的投资环境。我希望并相信，英方有智慧处理好相关问题。
　　China Daily: How would you persuade British politicians and officials that
they do not have tofear about China's investment?
　　中国日报：如何说服英国的政客和官员们完全不必害怕中国对英投资?
　　Ambassador Liu: I suggest the British side think about two points carefully
when it comes toChinese investment.
　　刘大使：如何看待中国对英投资，我建议英方要想清楚以下两个问题：
　　First, the rapid growth of Chinese investment in the UK is not a one-way
street but a mutualchoice by both countries. By matching China's capital and
development model with Britishtechnology, creativity and experience, Chinese
investment in the UK help put the respectivestrengths of the two countries
　　一是中国对英投资迅速增长不是中国企业的“一厢情愿”，而是中英之间的“双向选择”。中国企业来英投资是中国资本、模式与英国技术、创意、经验相结合的产物，是中英优势互补的成果。
　　Second, the rapid growth of Chinese investment in the UK is not led by the
visible hand of thegovernment, but by the invisible hand of the market. Chinese
companies are market entitiesresponsible for their own gains and losses. They
are here because they see economicopportunities in Britain and are optimistic
about the prospects of win-win cooperation.
　　二是中国对英投资迅速增长不是政府“看得见的手”操纵的结果，而是市场“看不见的手”背后推动的结果。中国企业也是自负盈亏的市场行为主体，他们来英投资是因为看重英国经济发展的机遇，看好双方合作共赢的前景。
　　China Daily: Is it easy for British businesses to invest in China's
infrastructure, public servicesand other sectors?
　　中国日报：英国企业投资中国的基础设施、公共服务和其他行业是否很便利?
　　Ambassador Liu: I think with regard to business environment in China, data
speaks louder. Since 1993, China has been leading the developing world in terms
of the scale of foreigninvestment inflow and has been one of the top three in
the world since 2008. In 2016 whenglobal cross-border investment was decreasing,
foreign investment in China increased by 4.2%, with actual investment from the
US and 28 EU nations grew by 52.6% and 41.3% respectively.
　　刘大使：我认为，评价投资环境好与坏，数据最有发言权。自1993年以来，中国吸引外资规模一直居发展中国家首位，2008年以来保持在全球前三。2016年，在全球跨国投资总量有所下滑的背景下，中国吸引外资同比增长4.2%，特别是美国、欧盟28国对华实际投资同比分别增长52.6%和41.3%。
　　The Chinese Government has been committed to opening-up as a fundamental
policy. Tremendous efforts have been made to ensure a level playing ground.
Foreign companies aregiven national treatment and business environment for
foreign investors has kept improving. Since early this year, China rolled out a
series of policy measures to further improve businessenvironment.
　　中国政府坚持对外开放的基本国策，一直致力于打造和维护公平竞争的市场环境，坚持对内外资企业一视同仁，大力优化外商投资环境。今年以来，为进一步改善营商环境，我们又出台一系列政策措施。
　　In January, the State Council issued the Notice on Several Measures for
Opening Wider to theOutside World and Making Active Use of Foreign Investment.
In April, seven pilot free tradezones were established in Liaoning and other
provinces, increasing the total number of freetrade zones in China to eleven and
putting in place a balanced and comprehensive opening-upnetwork covering China's
Easter, Middle and Western region. In June, the State Councilissued the Notice
on the Special Management Measures for the Market Access for ForeignInvestment
in Pilot Free Trade Zones, abolishing ten regulatory items and 27
restrictions.

　　China Daily: Why China is named in the discussion of the necessity of
setting up aninvestment review body?

　　Ambassador Liu: With regard to British Government's intention to strength
review on foreigninvestment, I think both China and Britain need to take it
rationally, avoid panicking and stayconfident.
　　刘大使：对于英国政府拟加强投资审查问题，我认为，中英双方都应理性对待，既保持平常心，又保持自信心。
　　The UK, a world power in trade and investment, should have the confidence
to take it easywith the fast-growing investment from China.
　　对英方而言，既要有贸易和投资强国的自信心，也要有正确面对中方投资快速增长的平常心。
　　On one hand, as the birthplace of market economy and one of the world's
most liberal andopen-minded nations in trade and investment, and with a highly
rule-based system, Britain hasno reason to lose confidence in herself.
　　一方面，英国是市场经济的发源地，是全球对贸易和投资最开放、最自由的大国之一，也是高度法治化的国家，英方理应有足够的自信。
　　On the other hand, Britain needs not to perceive China's rapidly growing
investmentnegatively. Investment from China not only facilitates bilateral
business and investmentcooperation, but also helps deliver tangible benefits to
the people of our two nations. This iswidely recognized.
　　另一方面，英方也应当正确看待近年来中方对英投资的快速增长。中国企业在英投资不仅促进了两国经贸、投资合作深入发展，也为两国人民带来了实实在在的好处，得到各界充分肯定。
　　Investment from China over the years has been growing fast yet such growth
started from avery low level. According to the Department for International
Trade, in fiscal year , China invested in 160 projects in Britain,
which was less than one third of those invested by theUS. In fact, there is
still great untapped potential for Chinese investment in Britain to continueto

　　As economic globalization goes deeper and China's overall national strength
grows, China'soutbound investment is entering into a period of fast growth. As
late-comer here in Britain, Chinese companies are ready to observe the rules and
laws of this country, do businessfaithfully, fulfil corporate social
responsibility and work for win-win results.
　　当前，经济全球化深入发展，中国综合国力不断提升，已进入对外投资快速增长期。作为后来者，我们更要遵守规则，在投资国诚信守法、规范经营，积极履行社会责任，实现互利共赢。
　　Meanwhile, Chinese investors need to take it easy with possible problems.
It has not been longsince Chinese companies began making outbound investment.
Therefore, it is only natural forthose operating internationally to encounter
various kinds of problems. As for justifiable andlawful reviews, they will do
all they can to cooperate with the British side and follow laws andrules. But
for reviews that are protectionist and discriminative in nature, the Chinese
side willfirmly oppose to them and act to safeguard the legitimate rights and
interests of the Chinesecompanies.
　　同时，也要保持平常心。中国对外投资仍然处于初级阶段，在企业“走出去”过程中，难免遇到各种问题。对于合法合规的审查，我们会认真配合、严格遵守，但对于带有保护主义色彩和歧视性审查，我们将坚决反对，积极捍卫企业正当权益。
　　China Daily: How do you envision the prospects of China's investment in the

　　Ambassador Liu: For the UK's trade and investment partners, the time after
Brexit will be aperiod of greatest uncertainty. As an optimist, I believe that
after Brexit the UK will choose tobe more open to the world, rather than
lowering the portcullis and pulling up the drawbridge. Therefore, I have great
confidence in the prospects of China's investment in the UK.
　　刘大使：对英国的贸易、投资伙伴来说，脱欧是今后一个时期的最大不确定因素。我是一个乐观主义者，我相信脱欧之后的英国会选择更加开放，选择拥抱世界，而不是退回港湾、拉起吊桥。因此，我对中国在英投资前景充满信心。
　　With 6.9% of economic growth in the first six months, China has hit our
growth target andcontinued the trend of steady progress. By strengthening
reviews on the authenticity andlegitimacy of outbound investment, China has kept
an effective rein on irrational outboundinvestment, making its overseas
investment more rational and healthy.
　　今年上半年，中国经济增速实现6.9%的预定目标，保持稳中向好态势。同时，中方也加强了对外投资真实性、合规性审查，非理性对外投资得到有效遏制，中国对外投资更趋理性、健康。
　　At this year's Davos World Economic Forum, President Xi Jinping said: "We
must remaincommitted to developing global free trade and investment, promote
trade and investmentliberalization and facilitation through opening-up and say
no to protectionism."
　　主席在今年达沃斯世界经济论坛年会上提出，“要坚定不移发展全球自由贸易和投资，在开放中推动贸易和投资自由化便利化，旗帜鲜明反对保护主义。”
　　It is my belief that, on the basis of mutual respect and equality, China
and the UK should cometogether to jointly support economic globalization, trade
liberalization and innovate financingand investment models. There are also
enormous opportunities for us to deepen mutuallybeneficial cooperation on the
Belt and Road, RMB internationalization and projects in thirdcountries. Our
concerted efforts will help deliver more "golden fruits" in the China-UK
GoldenEra.
