&&& 随着对外开放进程的不断加快，我市公共场所英文标识和机关事业单位及职位的英文译名使用得越来越广泛。为了防止在对外工作中出现错误译名，根据市委有关领导的意见，现将《邯郸市公共场所名称的英文译法》、《邯郸市事业单位（教育）及其职务的英文译名》和《邯郸市国家机关人民团体等部分机构和职位的英文译名（补充部分）》印发给你们，请各单位在对外工作中参考、使用。

关于“河北工程大学”等的译法说明
&&& 目前，“河北工程大学”有三种译法：Hebei University of Engineering、Hebei Engineering University和Hebei Gongcheng University。现比较如下：
一、关于Hebei University of Engineering。这种译法不值得提倡，因为: ①它与汉语意思不一致，极易被人理解为“工程(学)方面的河北大学” 或“属于工程(学)所有的河北大学”。 ②容易与河北大学相混淆。③不符合现代英语发展的特点。省去“of” ，用名词作定语，是现代英语发展的一大特点（尽管“of”仍然使用）。在传统英语中，“邯郸市”要翻译为“the City of Handan"（名词不作定语）；但在现代英中我们将“邯郸市”翻译为“Handan City”"（名词作定语），就是这个道理。④不符合学校的发展方向。日《教育部关于同意河北工程学院正式更名为河北工程大学的通知》（教发函〔2006〕20号）中第一项明确指出：“河北工程大学系多科性本科学校，以实施普通本科教育为主…”。没有规定该校“以工科为主”或“以工程为主”。.事实上，该校是一个以“理、工、农、医、文、法、经、管”等多学科协调发展的综合性大学。退一步讲，既使学校“以工科为主”，这种译法也是不值得提倡的。
&&& 。这种译法与前一种译法相比，符合现代英语发展的特点，特别是在翻译其所包含的下属系、专业时，减少使用of，层次更分明。但有其致命的缺点，即Engineering很难囊括该校的所有专业，如果连文学院的“英语专业”都属于“English Engineering”，恐怕有点牵强，它也很难适应“多学科协调发展的综合性大学”这一定位。
&&& 三、关于Hebei Gongcheng University，译法，符合“信达雅”的翻译标准。我们知道，上海交通大学、西安交通大学等的“交通”就采用了音译法，分别翻译为Shanghai Jiaotong University和Xi‘an Jiaotong University。因为在这些学校中，包含有不含交通的专业，比如医学。又如：西安翻译学院，翻译为Xi’an Fanyi University，因为该学院包含有国际关系学院、信息工程学院、经济管理学院等。再如：中国人民大学，现不采用people‘s&University of China，而是使用音译法renmin University of China。
&&& 另外，关于“邯郸职业技术学院”，目前还有以下多种译法：
&&& 1、“Handan Professional College”以培养“白领”职业，如医生、律师、艺人、运动员等为主；类似的译法如“天津职业技术大学”译为“Tianjin Professional College”;
&&&& 2、“Handan Vocational College” 以培养“蓝领”职业为主；
&&& 3、“Handan Vocational-Technical College”； 类似的译法如“湖北职业技术学院” 译为“Hubei Vocational-Technical College”；
&&& 4、“Handan Vocational and Technical College”； 类似的译法如“温州职业技术学院” 译为“Wenzhou Vocational and Technical College”;
&&& 5、“Handan Vocational Technology College”； 类似的译法如“成都职业技术学院” 译为“Chengdu Vocational Technology College” ；
&&& 6、“Handan Polytechnic College”。类似的译法如“河北职业技术学院” 译为“Hebei Polytechnic College”。&&& 日,邯郸职业技术学院正式致函协会，表示愿意继续使用该院一直沿用的英文名称Handan Polytechnic College，以求与河北职业技术学院（Hebei Polytechnic College）的英文译名相一致。但考虑到此英文译名的意思是“多学科性工学院”、 “工学院”，与学校的实际情况和发展方向不一致。再说，从国外寄来的信件上，使用“Polytechnic College”时往往产生误投或退回，且河北职业技术学院的译名也有各种争议，故未采纳此建议。

关于 “中学”等的译法说明
&&& 有些人常把含有高中的“中学”译为“middle school”，实际上此词只指初中和高一的阶段，“a school between elementary school and high school.”。有高中的中学应译为“high school”，如果用“middle school”其实是把自己降格了。
&&& 一、在美国大多数地方，幼儿班至5年级就读于Elementary School (小学), 11至14岁（6-8年级段）就读于Middle School，相当于我们的“初中”；14/15至18岁（9-12年级段）就读于High School，相当于我们的“高中”。
美国也有12至18岁（6-12年级段）就读于High School的情况。这时候，12－13/14岁学龄段（6-8年级段）称为Junior High School，14－18岁学龄段（9-12年级段）段称作Senior High School。
&&& 但是，将“高中”称作Senior Middle School的情况比较罕见。
&&& 二、英国政府中小学制分为两个阶段:
&&& 1、小学(Primary school)：为5岁至11岁的儿童而设。通常分为:
& （1）、幼童小学部(Infant School)， 学生年龄是5岁至7岁；
& （2）、初级小学部(Junior School)， 学生年龄是7岁至11岁。
&&& 这两个分部常设在同一校区， 有时校长不同。
&&& 2、中学(Secondary School)：学生年龄是11岁至16/18岁。
&&& 三、英国也有一些地区的中小学制则分为三个阶段:
& （1）、第一级学校(First School)：幼儿班至11岁，相当于我们的“小学”;
& （2）、中间学校(Middle School):学生年龄是12--16岁,相当于我们的“初中”；
& （3）、中学(High School)：学生年龄是16岁以上。相当于我们的“高中”。
&&& 基于这种情况，考虑到习惯因素，“小学”宜译作Primary School（英国英语，建议我市统一使用）或Elementary School（美国英语）；纯高中部的“中学”宜译成High School，纯初中“中学”宜译作Middle School，初高中兼有的完全“中学”则宜译作High School，其“初中部”译作Junior High ，“高中部”译作Senior High。
&&& 另外，实验小学的“实验”译为“Experimental”，以体现试验性质。
&“(职工)子弟学校”有人译为“Integrated School for Children of Workers＆Staff Members”, 这里没有采用, 因为在英国北爱尔兰自治区教育局的网站上, 对“Integrated School”是这样解释的: An integrated school is a school which contains a reasonable number of pupils from both the Protestant and the Catholic communities. 即综合学校（Integrated School）是一所由数量合理、且来自于新教徒和天主教徒社区的学生所组成的学校。
&&& 也有人将“（职工）子弟学校”译为“School for Children of Workers ＆Staff Members”, 这里也没有采用。因为在这样的学校里, 不是职工子弟的学生已为数不少。因此，将“(职工)子弟学校”和“附属学校”统一译为“School Affiliated to…”。
&&& 值得注意的是，各区所属小学中的“…路小学”，如展览路小学，不能译为Zhanlan Road Primary School，而应当译为Zhanlanlu Primary School。因为 “展览路”在作地名时，展览是专名，路是通名，译为Zhanlan Road；但在“展览路小学”中，展览路是专名，小学是通名，展览路中的“路”原是通名，现已专名化。根据日中国地名委员会、中国文字改革委员会、国家测绘局关于颁发《中国地名汉语拼音字母拼写规则(汉语地名部分)》的通知（中地字第17号）第4条规定：“通名已经专化的，按专名处理。”如，麦积山石窟Maijishan Grottoes，昆仑山隧道Kunlunshan Tunnel（见《中国翻译》杂志2007年第一期第94页）。

关于“社会力量办学”等的译法说明
有人将“社会力量办学”译为“school run by social sources”，欧美国家的人是看不明白的，也有人译为“school run by private and other social sources” 欧美人似乎也有点费解。因为按照国际上的惯例，绝大多数国家都把非政府举办的面向社会的教育机构归入私立教育（private education）这一领域。从政府资助的角度看，各国政府对私立学校（private school）的资助从零到高达学校全部经费的75%乃至95%，可以说是千差万别的。从办学主体上看，私立学校也并非完全是个人或私营企业举办，它还适用社会团体、教会等举办的学校。也就是说，尽管各国的私立学校(或私立教育)在资金来源、办学主体方面有很大的差异，但他们都采用了“私立”这个提法。
关于“清华”、“枫叶”的译法。根据国务院批转中国文字改革委员会等部门《关于改用汉语拼音方案作为我国人名地名罗马字母拼写法的统一规范的报告的通知》（国发［号）的附件《关于改用汉语拼音方案拼写中国人名地名作为罗马字母拼写法的实施说明》第四项的规定“历史地名，原有惯用拼法的，可以不改，必要时也可以改用新拼法，后面括注惯用拼法”，因此“清华”和“枫叶”分别采用惯用拼法Tsinghua和Maple Leaf。

关于“教导处”和“教务处”等的译法说明
我国一般的中学里都有“政教处”、“教务处”，分别对各年级的德育和教学工作行使行政领导职能，“教务处”偏重于管理教学人员和学校的教学工作，而“政教处"偏重于管理学生和学校的德育工作。
按字面直译，政教处Political Education O教务处Academic Affairs Office。现在有些学校已经把"政教处"改称“德育处" Moral Education Office。
与中学相对应，在大学中则设“教务处”和一个类似“政教处”的机构“学生处Students’ Affairs Office”。
在英语中，“教务处”和“学生处”除了Academic Affairs Office和Students’ Affairs Office等表达方式外，还有更普遍的说法，分别是Office of Studies和Office of Students。Dean of Studies 是分管教学的校行政领导，可译作教务长, 相当于我们的教务处长或教务处主任，Dean of Students 是分管学生工作的校行政领导，可译作训导长, 相当于我们的政教主任。
鉴于我国的“政教处”和西方一些国家的“学生处”非常近似，所以也可将上述“政教处”译作：Students’ Affairs Office。
此外，在我国的学校中还有一个常见的机构称作教导处。在那些设"政教处”的学校，“教导处”实际上就是“教务处”的别称，所以其译法与上述“教务处”雷同；在另一些学校，即在一些规模较小的学校中，不设“政教处”，而将“政教处”和“教务处”合并成为一个“教导处”，该机构也可以在英美的小型中学里找到。在这类学校的管理层中，往往只有这么几个重要人物：Principal (校长)、Deputy Principal（副校长）、Assistant Principal (分管副校长)、Dean of Students ，这个Dean的职责是负责学生考勤、纪律、教师评估等工作，与我国小型中学里的“教导主任”非常相似，故可以将此教导处译成Dean’s Office。
在我国的大学院校里，由于Department作为“系”解，所以碰到一些“部”的机构时，如学工部的“部”等一般都改译成Office，以免引起误会。

关于“一职多译”的说明
一职多译现象是普遍存在的，在大学里尤甚。例如，图书馆副馆长，常见的译法有 deputy chief librarian，deputy curator，associate curator和sub-curator。尽管前三种形式在某些英语国家中也有使用，但为了统一起见，在我国最好以第一种为规范英语。又如，大学副教务长的译法有多种:Deputy Dean for Academic Affairs，Associate Academic Dean，Vice provost，Deputy Provost，Associate Provost，Assistant provost等。大学系副主任的译法也有多种：Deputy Dean /Vice-dean of the Department，Deputy Chairman(Chair) of the Department，Associate Head等，这里均采用了较常见的一种。关于大学校长和副校长等职务的英文表述，不同国家和地区有所不同。列举如下：
1、香港：Pro-Vice-Chancellor, University of Hong Kong（香港大学副校长）；
Vice-President, City University of Hong Kong（香港城市大学副校长）；
Deputy Vice-Chancellor, University of Hong Kong"（香港大学首席副校长）；
Deputy Director, Hong Kong Institute of Education（香港教育学院副校长）；
Deputy President（代理校长, 与Vice-President不同）。
2、加拿大： Chancellor (honorific)；President and Vice-Chancellor (dual title)；Provost；Vice Presidents (VP Academic, VP Research, VP Finance, etc.)；Associate Vice Presidents (Assoc. VP Academic, Assoc. VP Research, Assoc. VP Finance, etc.) Deans (often also Full Professors)；Associate Deans (often also Full Professors) ；Directors of Administrative Departments ；Associate/Assistant Directors of Administrative Departments；Chairs of Academic Departments (usually Full Professors。
3、美国: President；Chancellor (sometimes outranking President)；Vice-Chancellor；Provost；Assistant Provost；Vice Presidents (VP Academic, VP Research, VP Finance, etc.)；Associate Vice Presidents (Assoc. VP Academic, Assoc. VP Research, Assoc. VP Finance, etc.)；Deans (often also Full Professors)；Associate Deans (often also Full Professors)；Directors of Administrative Departments；Associate/Assistant Directors of Administrative Departments；Chairs of Academic Departments (usually Full Professors)。
4、英国（英格兰，威尔士和北爱尔兰）: Chancellor (titular)；Pro-Chancellor (titular) ；Vice-Chancellor (also known as Rector or Provost at some universities) ；Deputy Vice-Chancellor；Pro-Vice-Chancellor；Deans of Faculties；Heads of Departments/Schools；Department/School Directors of Studies

关于高校职称系列的说明
我国有较为复杂的专业技术职称，在一所普通高等学校中，除了高校教师系列外，还有实验技术系列、工程系列、医疗系列、翻译系列、经济系列、财会系列、编辑系列、图书馆系列、档案系列等非高校教师系列。所以，特将教育系统所涉及到的职称均列出于此。
职称的翻译主要是意译, , 和从英语国家中寻找基本对应的名称，它像单位名称一样，一旦确定之后，便成为约定俗成的译名。
