本文首先通过文献综述的形式对国内外学者在城镇中低收入家庭住房问题方面的研究情况进行总结，找出选择本论文题目的意义，解决这一问题的理论基础;其次，介绍了我国住房保障制度的改革与发展，并通过数据资料对天津市城市中低收入家庭的现状进行分析，给出本文关于城市中低收入家庭的定义，并针对目前天津市中低收入家庭的住房现状和住房保障措施实行过程中存在的问题进行研究和分析;再次，以美国、德国、新加坡、香港为例分析国内外的成功经验，找到能为我市借鉴的有用措施;最后提出了建立和完善天津市住房保障制度的一些对策建议:一是建立适合天津市的住房发展计划;二是加强保障性住房的运营监管，三是完善财政和金融政策。四是建立住房保障制度的环境制度建设。
本文尚有诸多不足，有待更多学者做出深入研究，解决这个重要的国计民生问题。
