浅谈如何正确开展人大代表外出考察工作

　　近年来，各级人大对人大代表工作越来越重视，代表工作中的一项重要内容，外出考察也越来越普及，走出去学习考察外地先进经验，借鉴别人之长补自己之短，对转变观念、开阔眼界、积累经验、推动发展等有积极作用，这也是促使代表解放思想谋发展的极好思路。但是在实际工作中，有部分组织者借考察名义进行公款旅游、违规采购土特产、发放补贴等行为，群众对此反响强烈。
　　笔者认为，外出学习考察要做到“四忌”：一忌次数过多。一年组织一至二次考察为宜，毕竟先进的经验、技术、模式是要较长时间消化的，考察多了，难免眼花缭乱，顾此失彼，最终无所收获；二忌盲目选择。各地要根据本地的发展水平、地域位置、气候特点、生活习惯等去选择和本地联系密切的考察项目；三忌主题不明。组织者从开始就要明确考察的项目是农业发展，或是建设规划，或是道路交通，或是旅游开发，明确了主题，就方便代表们到目的地后有针对性的开展考察调研，收集资料，总结经验。如果主题不清，看了道路交通紧接着又看大棚种植，就会导致考察者用心不专，只能是走马观花，无法获得准确的调研资料；四忌舍近求远。有的组织者放着邻近地区的成功典范不去考察，非要长途奔袭，说到底，还是想趁机游玩一下，这样的结果只能是损公肥私，和党中央的八项规定背道而驰，遭到群众反对。
　　在注意以上“四忌”时，在具体工作中还要把好“三关”：一是决策关。组织者在决策考察项目时，要召开各代表小组组长会议，民主讨论考察项目，选择紧迫、必须、和本地联系紧密的项目来考察；二是财务关。明确考察项目后，严格按照行程考察，严格执行食宿标准。三是纪律关。外出考察期间，人大代表必须维护人大代表的形象，做到遵守社会公德、不用公款购买土特产、不送礼受礼、不参与违法活动、不酗酒、服从指挥。
