今晚读一篇paper的时候，论文中出现了flow control和congestion
control。那这两者有啥区别呢？赶紧上维基查了一下，明确了两者的职能范围如下：
flow control:
用于控制发送方的速度，以防止导致接收方缓存溢出。
维基原文如下：flow control is the process of managing the rate of
data transmission between two nodes to prevent a fast sender from
outrunning a slow receiver. It provides a mechanism for the
receiver to control the transmission speed, so that the receiving
node is not overwhelmed with data from transmitting node.
congestion control:
指在发生拥塞时控制进入网络的数据量。
