申请国外读phd怎么找导师 PhD，套瓷信应该避免哪些问题

套瓷信是什么意思呢？
小弟申请17年spring入学的PhD, 现在套瓷了一个非常喜欢的老板，老板回复如下：
Thank you so much for your interest in pursuing your PhD study at Monash with me as your potential supervisor. Indeed you have a strong academic record.
However, to be qualified for enrolment at the Faculty of Business and Economics (which has a higher enrolment criteria than the University), we need you to have IELTS score 7 with no bands below 6.5, especially writing. You still have time to retake the test to get a higher score. It is important for you to get the IELTS score up to qualified for consideration of scholarship.
I would be happy to work with you on a proposal.
老板的意思是让我先准备雅思，考完了之后再和他商量proposal的意思吗？我担心考完了之后再联系他可能他找到人，不会要了。求问大神们我应该如何回复比较好呢？
恩 其实我不太想继续考雅思 想商量下豁免的。不知道那个老师什么态度 考出来了就会带我？
那你试探问一下，我觉得豁免可能性不大，如果你的竞争者有合格的雅思分数呢？
